The Senior Manager, Financial Accounting position is responsible for leading and managing the day-to-day operations of the Financial Accounting Division for the Town of Whitby and providing professional oversight to ensure financial transactions, payments, and reimbursements are processed and recorded/reported in a complete, accurate, and timely manner. This includes developing, implementing and administering policies, procedures, standards, and internal controls.

This position is also responsible for month-end and year-end financial reporting, including managing the annual financial statement audit and other regulatory reporting requirements. This position is also responsible for developing effective relationships with departments and providing advice and direction to all departments/divisions as it relates to financial transactions, reporting requirements, and internal controls, as well as managing the Town’s financial resources in a manner directed by Whitby Council.

The ideal candidate has a university degree in Accounting, Business Administration, Commerce or related field and Professional CPA designation or working towards a CPA designation. A minimum ten (10) years of municipal finance accounting and at least three (3) of those supervising staff in a unionized environment is required. Strong leadership, supervisory and interpersonal, communication skills with the ability to manage, mentor and develop employees is required, as is strong knowledge of municipal accounting practices/financial requirements/standards including regulatory reporting such as Financial Information Returns, HST returns, month-end, quarter-end, and year-end close processes, and ensuring compliance with HST regulations, Municipal Act, and Public Sector Accounting Standards (PSAB). Workday software experience and political acuity and experience dealing with members of Council is an asset.
