Ontario Health at Home is looking for an experienced leader in Finance with an extensive knowledge of payroll polices and principles. Reporting to the Vice President, Financial Operations and Deputy CFO, the Director, Payroll is responsible for developing and implementing plans related to Payroll to support the transition of Ontario Health atHome into an amalgamated entity and the transformation to a Service Organization, and for managing, planning, and organizing the Payroll function.

What will you do?
- Accountable for the Payroll function for Ontario Health atHome and responsible for all Payroll projects and project deliverables in the Payroll transition plan.
- Accountable for the payroll project to transition from 14 different set-ups of payroll to one payroll system for the amalgamated entity.
- Responsible for managing the entire payroll team.
- Participates in the discussion and implementation of transition and transformation goals and objectives and aligns Payroll programs accordingly.
- Supports transition and changes required to Quadrant Financials based on the changes to Quadrant Workforce including integration between Quadrant Financials and Quadrant Workforce.
- Responsible for a plan on how to optimize Quadrant Financials and Quadrant Workforce systems within the context of the ideal state
- Responsible for a provincial process for the integrity of payroll and FTE reporting.
- Accountable for the integrity and maintenance of OHRS/MIS Trial Balance Submissions.
- In collaboration with HR and Finance, provide input on the business requirements of the future new payroll and how it integrates into the new HRIS and financial systems.
- Ensures appropriate internal controls are in place for an amalgamated entity.
- Accountable to establish, implement and monitor the internal financial controls.
- Accountable for the year-end closing processes for Payroll function including issuing annual T4's, completing annual reconciliations for HOOPP, EHT, Federal Tax, EI, CPP, WSIB, etc.
- Responsible to ensure that the biweekly payroll(s) for the entire organization is processed and that staff are paid accurately and on time, and that payroll government remittances are submitted on time.
- Accountable for the annual external audit deliverables for Payroll.
- Oversees compliance with MIS Guidelines, audit and CRA requirements as well as corporate policies and procedures.
- Establishes partnerships with internal and external stakeholders.
- Provides strategic advice to the Finance Vice President, on all matters related with payroll.
- Keeps up to date with payroll legislation and may require correspondence with CRA.
What must you have?
- Bachelor’s degree in Business, Commerce or Finance (or related discipline)
- Certification as a Chartered Professional Accountant required
- Certification as a Certified Payroll Administrator, would be an asset
- 7-10 years’ experience in finance environment
- 5 years’ financial management experience in a computerized environment
- Experience in payroll management role an asset
- Demonstrated leadership skills including the ability to build teams, align with organizational values, set priorities and lead teams through change
- Extensive knowledge of: payroll principles; federal and provincial payroll, income tax and employment regulations
- Demonstrated ability to analyse, interpret and communicate complex information
- Extensive knowledge of Payroll Policies, Human Resources Policies and Employment related legislation
- Thorough understanding of accounting processes and systems in a large organization
- Understanding of Ontario Healthcare Reporting Standards, Generally Accepted Accounting Principles and implications to general ledger chart of accounts design is an asset
- Advanced proficiency in the Microsoft Office suite, including Word, Excel, Outlook, MS Team and PowerPoint
- Ability to work effectively with senior leadership and staff to anticipate needs, understand issues, identify concerns and resolve problems
- Ability to elicit new ideas, build buy-in and achieve innovative solutions. Exercises tact and diplomacy in dealing with sensitive matters
- Strong interpersonal and relationship management skills to discuss and resolve highly significant and time sensitive financial issues
- Excellent interpersonal and communication skills when responding to inquiries from staff, external agencies such as auditors, Canada Revenue Agency, etc
