Toronto Community Housing Corporation (TCHC) is the largest social housing provider in Canada and the second largest in North America. Wholly owned by the City of Toronto, TCHC operates as a non-profit organization. About the Role

Toronto Community Housing Corporation (TCHC) is seeking a strategic and results-driven Corporate Controller to join our senior leadership team. This position is pivotal in ensuring robust financial oversight, aligning TCHC’s policies with the City of Toronto’s controller framework, and driving the continuous improvement of financial processes. Reporting to the Chief Financial Officer, the Corporate Controller will oversee key financial functions, including corporate reporting, treasury management, accounts payable/receivable, and legislative compliance.
As a member of the senior leadership team, the Corporate Controller will provide vision and clarity to a dedicated finance team, develop enterprise-wide control policies, and deliver data-driven insights to support strategic decision-making. This role requires a fresh perspective, innovative thinking, and strong leadership skills to align financial strategies with TCHC’s long-term fiscal plans.


Key Responsibilities

  • Drive strategic financial management, delivering data insights for informed decision-making and system improvements.
  • Engage with internal and external partners, including city officials, to explore new funding avenues for TCHC’s revitalization and housing projects.
  • Lead a team of experienced financial professionals, fostering a culture of accountability and continuous improvement.
  • Lead the modernization and stabilization of financial reporting technology, enhancing the robustness and utility of financial data.
  • Oversee the organization’s financial reporting, treasury, accounts payable/receivable, and legislative compliance functions.
  • Align corporate policies with the City of Toronto’s controller framework, ensuring adherence to relevant legislative requirements.
  • Develop and implement policies for internal controls and financial oversight, ensuring clarity and enforcement across the organization.
  • Collaborate closely with the Director of Financial Planning & Analysis to align financial strategies with TCHC’s broader fiscal goals.
  • Streamline transaction processes, improving treasury management and the accounts payable functions.
  • Conduct full assessments of financial reporting and policy effectiveness, with a focus on building organizational capacity.

You have a proven track record in managing large budgets, implementing enterprise-wide financial policies, and leading teams in complex environments. Your leadership style emphasizes mentorship, collaboration, and accountability, empowering teams to achieve high performance.

You excel at building financial frameworks that are both compliant and forward-thinking. You are comfortable navigating complex relationships, having difficult conversations when necessary, and driving cultural shifts within your team. Your strong analytical skills enable you to extract meaningful insights from financial data, guiding decision-making at the highest levels of the organization.


Qualifications

  • Bachelor’s degree in finance, accounting, or a related field (CPA designation preferred).
  • Extensive experience in financial management and reporting, with a focus on strategic planning in large public & private enterprises.
  • Demonstrated success in developing and implementing internal control policies, financial oversight frameworks, and leading system enhancements to improve operational efficiency & effectiveness.
  • Proven leadership experience in the public or private sectors, including managing teams and overseeing multiple financial functions.
  • Experience navigating funding processes within federal, provincial, and municipal frameworks.
  • Excellent communication and relationship-building skills, with the ability to engage stakeholders across the organization.
  • A track record of leading with empathy, fostering team buy-in, and driving continuous improvement initiatives.
  • Expert in project & change management, leading transformational initiatives by developing clear strategies in fiscal management, aligning with key people in the organization and the City, and building consensus while working with treasury and auditor elements of the role to ensure smooth transitions and sustainable outcomes.
  • Demonstrates exceptional political acuity with a keen ability to navigate complex political environments, build strategic relationships, and take action on decisions in a way that aligns with interested parties and organizational goals.
