PURPOSE AND SCOPE:

The Billing Supervisor is primarily responsible for the oversight and leadership of the City of Belleville’s water and wastewater billing operations and customer service, while also providing leadership and insight on billing and collection processes in other service areas of the City. This includes managing administrative tasks, supervising staff, implementing new technologies and processes, coordinating with other departments, and ensuring compliance with regulations. The Supervisor also plays a key role in budgeting, financial reporting, and addressing complex customer issues, while fostering positive relationships with internal and external stakeholders.

 

KEY DUTIES AND RESPONSIBILITIES:

Oversee the daily administrative operations pertaining to water/wastewater billing and customer service. Develop and implement policies, procedures, bylaws, and performance standards with respect to water/wastewater and other billing areas in coordination with Taxation and Revenue personnel. Coordinate and review month-end processes and reports associated with water/wastewater billing. Provide direct supervision and training to water billing and customer service personnel. Identify and implement strategies to improve billing and customer service processes and controls, leveraging technology and best practices. Prepare departmental budgets and monitor spending. Prepare and reconcile and/or review working papers for the annual audit. Perform advanced analytical tasks, including but not limited to calculating user rates, forecasting customer growth, assessing capital investment needs, developing business cases, analyzing consumption trends, and reviewing water meter inventory. Monitor, analyze, and manage the issuance of work orders to service personnel. Manage the City's water meter reading activities. Prepare reports and documentation for Council and external regulatory agencies. Support the procurement of water/wastewater-related services, including management of contracts and preparation of procurement documents. Lead or support interdepartmental projects. Manage other City revenue-generating activities as directed by management. Utilize sound judgment and aid staff in addressing challenging or intricate water accounts. Stay updated on relevant regulations and standards related to water services and ensure compliance.

EDUCATION/SPECIALIZED TRAINING/SKILLS:

Minimum Qualifications:

College Diploma or University Degree in Business Administration or related program. Proficiency in office software and systems, including Microsoft Office; particularly MS Excel.

Preferred Qualifications:

Strong organizational and leadership skills. Excellent communication, interpersonal, and conflict resolution skills. Advanced knowledge of billing systems and related regulations. Ability to understand and calculate all aspects of water billing. Ability to work independently and drive departmental performance. Advanced analytical and problem-solving skills. Strong project management skills. Excellent de-escalation skills. Experience in managing cross-functional teams.

WORK EXPERIENCE:

Minimum Qualifications:

Minimum 3 years of supervisory experience in the field of accounts receivable/billing and collections, preferably in a municipal or public sector setting.

Preferred Qualifications:

Comprehensive knowledge of handling third-party collections, bankruptcy cases, landlord-tenant disputes, power of sale proceedings, interactions with financial institutions, and compliance with privacy regulations. Comprehensive knowledge of the Municipal Act, 2001 and other legislation relevant to municipal water and wastewater. Ability to research and draft reports.
