Status: Exempt, Temporary Full-Time (With an expected end date of December 31, 2025)

Under the general supervision of the Senior Manager, Budget & Financial reporting, the incumbent of this position will work as part of a team to:

Duties:

  • Prepare annual budgets, including completing business cases, financial analysis and justifications, meeting strict deadlines and liaising with City Finance Staff;
  • Prepare monthly variance reports to monitor actual spending against budgets including variance analysis and commentary;
  • Prepare financial forecasts and projections and make recommendations in corrective actions, if required;
  • Prepare budget reports, financial reports and ad hoc financial reports as required by the City, Library Board or Senior Management;
  • Design and produce tailor made reports to assist management on budgetary control or financial planning on specific areas/projects;
  • Identify, perform and supervise analysis and research, and provide strategic advice on financial, fiscal, economic, management and governance issues for use by Senior Management;
  • Review reports and research produced by others to determine potential impact on the Library and prepares appropriate responses;
  • Identify improvements in financial management and internal controls;
  • Participate on project teams and a financial resource in either a leadership or membership capacity; and
  • Conduct special operational research and analysis on corporate programs and business processes as assigned.

Qualifications:

  • Post-secondary education in Business Administration or Accounting combined with a minimum 5 years of progressive financial experience, or an equivalent combination of education and experience.  Possession of a CPA designation and experience in a municipal environment would be assets.
  • Excellent knowledge of accounting policies, practices and internal controls
  • Knowledge of generally accepted accounting principles, including standards issued by the Public Sector Accounting Board
  • Thorough knowledge of federal and provincial laws and regulations in terms of charitable organization operation, taxation, debenture financing, government grant reporting, etc.
  • Thorough knowledge and experience in operating and capital budget preparations, analysis, monitoring and reporting
  • Ability to analyze and monitor operating and capital funds from initial budget submission and development to year-end close out
  • Knowledge and understanding of business cases and business case analysis
  • Excellent knowledge of variance analysis and investigation
  • Knowledge of project monitoring practices associated with capital projects
  • Demonstrated ability to conduct detailed or non-structured research or analysis
  • Demonstrated ability to establish effective working relationships with employees, client departments, outside agencies including other levels of government at the senior management and/or political level
  • Highly developed report writing, presentation, communication, and interpersonal skills with the ability to convey financial issues in a clear and concise manner
  • Superior analytical and interpersonal skills
  • Advanced knowledge of Microsoft Office Suite of products and Great Plains software

Salary: Level 7.0 - $102,155- $135,815 (2024 Rates)
