Reporting to the Supervisor of Financial Services, this position is responsible for providing effective, accurate and efficient financial reporting, financial planning (budgets, forecasts) and financial analysis that will support organizational decision making. The Senior Financial Analyst ensures that finance functions are completed in accordance with established policies, directives, accounting standards, directives and related legislation. In addition, the Senior Financial Analyst functions in a controllership role by monitoring unit and branch spending to ensure overall spend falls within approved limits.
DUTIES & RESPONSIBILITIES
- Manage the development and delivery of planning submissions for the Service, including related reporting, analysis, training and presentation materials: annual budget, long range capital and operating forecast, and current year financial forecasts
- Manage the administration, support and continuous improvement of all financial reporting and planning systems, tools and models.
- Manage the review of monthly financial results and provide timely and effective information to support Command and Senior Leadership decision making, for example:
- Monthly analysis of current year spends compared with approved budgeted amounts
- Development of regular year end estimates
- Critical expenditure audit and analysis (i.e. Payroll, Capital, Revenue & Recovery)
- As part of the Unit's Controllership responsibility, effectively monitor and manage
- Operational Unit spending to ensure it is in compliance with current Financial Policies and Directives.
- Development of training programs and material to support Senior Leadership, the Finance team and all members of the Service with respect to Finance functions (i.e. Financial Statement review, analysis, budget preparation and use of Finance systems and software) Timely response to on-demand requests for information from DRPS Leadership, Regional
- Partners and external partners (i.e. financial analysis, municipal benchmarking and audit information)
- Lead continuous process improvements for the Finance Unit
- Other duties, projects, as assigned (individual or group responsibilities)
QUALIFICATIONS & SKILLS
- Completion of a University degree in a business or related discipline
- Chartered Professional Accountant (CPA) designation
- Minimum of 6-7 years' experience related to financial planning, reporting and financial analysis including the following: management of full budget and forecast cycles; working with large ERP systems and leveraging systems to support reporting and planning initiatives; the development of financial reporting tools and models
- Previous experience with the development and delivery of finance related training materials to Senior Leaders and finance staff
- Experience developing and delivering effective presentations utilizing technology such as PowerPoint
- Proven computer proficiency at an advanced level with Microsoft Office (Excel, Visio, Access and PowerPoint)
- Demonstrated advanced level experience with large ERP systems
- Demonstrated ability to analyze, interpret, reconcile and audit financial data
- Demonstrated ability to deliver continuous process improvement through the identification, recommendation and implementation of solutions to business problems, with the goals of improving operational efficiency, effectiveness and accuracy
- Demonstrated ability to relay complex financial concepts in understandable formats for users of all levels
- Ability to negotiate and persuade others with competing interests to result in a consensus and/or direction
- Ability to maintain and have discretion regarding confidential information
- Interpersonal and effective communication skills with multiple levels and sources for listening and comprehension
- Proven ability to interact diplomatically, tactfully and confidentially with all levels of the service and the public
- Well-developed time management, prioritization, multi-tasking and organizational skills
Hours
Monday to Friday / Day Shift (may occasionally require flexibility in hours or overtime)
Salary Level
This is a Level 8 position starting at $96,361 (2020-2024 Collective Agreement) *salary currently under review Selection
