Job Profile
Assists in the administration, calculation, tracking, reconciliation and reporting of development related financial activities including Development Charges (DCs), Community Benefits Charges (CBCs), and other financial obligations of development agreements. This position will act as a financial resource to support the Housing Accelerator Funding (HAF) Steering Committee by providing financial support, monitoring budgets, forecast spending and facilitate budget reporting. Other duties include coordinating the collection and the remittance of development charges to the Region of Waterloo and local School Boards, tracking of deferred development charges, preparation of monthly reconciliations as well as the tracking of development securities. This position also provides guidance and advice to the public, external stakeholders and other internal staff with respect to the interpretation of development charge policies and legislation.
What you will be doing
- Understands and interprets the City’s Development Charges By-law and Community Benefits Charges By-law and provides guidance and advice to the public and internal staff.
- Calculates City development charges applicable to building permits and coordinates with the Region of Waterloo and local School Boards for their calculation of development charges; prepares monthly remittances to the Region and School Boards for funds collected on their behalf.
- Ensures deferred development charges are invoiced and collected as they come due and remits Regional portion to Region of Waterloo.
- Acts as a financial resource to the Housing Accelerator Funding (HAF) Steering Committee to provide support on financial issues and analysis, monitor budget, forecast spending and facilitate budget reporting.
- Assists in the confirmation of development charge billings with Planning department.
- Submits request for system updates for indexed DC rates, interest rates changes, as well as assists in the updating of the DC brochure and DC website.
- Tracks development charge exemptions and prepares journal entries to fund same.
- Assists in forecasting budgets related to development charges and development charge exemptions.
- Provides support to internal departments with respect to securities (letters of credit or cash securities) submitted to the City as required through various agreements or permits.
- Reviews all securities submitted to the City to ensure that they comply with City policy.
- Obtains, tracks and records securities for all types of development.
- Prepares correspondence to financial institutions requesting increases, decreases or cancellations regarding letters of credit.
- Prepares cheque requests to reduce, or fully release, cash securities.
- Prepares reconciliations, journal entries and other accounting tasks.
- Assists in creating and maintaining development related standard operating procedures.
- Performs special projects as required.
- Other duties as assigned.
Education
- University degree in Business, Finance, Accounting, Economics or equivalent
- Working towards accounting designation (CPA) preferred
Experience and Knowledge
- Minimum of 3 years of accounting experience (including analysis and reconciliations)
- Advanced experience using Excel
Considered an asset:
- Experience with development charge legislation
- Experience using AMANDA, SAP, VTAX, Municipal Connect and GIS software
- Project Management experience

Your compensation
Non-union (Level 3) has an hourly range of $39.40 to $48.06. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.
Location of position
This position is located at Cambridge City Hall, 50 Dickson Street, Cambridge, Ontario.
Hours of work
The current regular hours of work are 8:30 a.m. to 4:30 pm. (35 hours per week), Monday to Friday, with occasional evenings as required.
