Position Summary
Reporting to the Director of Finance, the Financial Analyst is responsible for providing comprehensive range of financial analysis and support services to the Finance department. The Financial Analyst is to monitor, reconcile, report and analyze financial data & transactions related to day-to-day operations and annual budgets. Assist in coordination and preparation of annual budgets, financial forecasting, grants financial reporting, month/year-end processes, accounting policies, audit support and to ensure financial accuracy and timelines are adhered to both internal and external deadlines.
Duties, but not limited to;
- Review and analyze financial transactions and entries to ensure quality control, correct accounting distribution for accurate financial reporting, processed in accordance with internal financial policies/procedures and external rules and regulations (ie. GAAP, Excise Tax Act, CRA policies, audit and financial reporting requirements), as well as prepare necessary journal entries.
- Assist in the coordination, planning and execution of both operating and capital budgets, including budget planning initiatives, preparation, budget analysis and reporting.
- Provide guidance to the Senior Management on the development of the budget estimates for their respective areas.
- Assist in monitoring budget variances, budget to actual analysis, executing forecasting analysis for inclusion in the calculation of the surplus/deficit for the quarterly operating budget exception reports.
- Work with business units to understand and mitigate future budget variances and provide timely and accurate financial analysis/reports to management.
- Assist in preparing the financial implications section of various Board and grant reports, as required, including tracking, reconciling, and reporting of grant expenditures.
- Assist and provide support during the year-end process, coordinate and respond to inquiries from City Finance staff and external auditors on year-end issues, including analysis and reconciliation of various centralized accounts (expense and revenues) and reserves.
- Ensure adequate documentation is in place to support audit and accounting recordkeeping requirements.
- Assist in reconciliation and tracking of the budgeted FTE.
- Assist with the administration and maintenance of the budget in Questica, by balancing and verifying the complement numbers and analyzing the impact of collective agreement, salary and benefit rate increases.
- Prepare costing analysis for planned and unplanned major events, including auditing/tracking of expenses and contracts for the events in order to obtain cost recovery.
- Assist in reviewing travel advances/expenses to ensure in accordance with the City of Hamilton Business Travel Policy.
- Perform other duties, ad-hoc and special projects, as required, which are directly related to the responsibilities of the job.
Supervisory Responsibilities: No direct reports.
Working Conditions: Work is performed in a standard office environment. Duties involve exposures to highly confidential and sensitive information which cannot be shared except pursuant to the order of the Director of Finance.
Physical & Sensory Demands/Dexterity: Assignments will involve activities such as reading, writing, keyboarding, talking, listening, sitting, walking and standing.
Education & Experience:
- Minimum three (3) years of progressive experience in accounting, preparation of budget, financial forecasting, reports and analysis. University Degree in Business Administration, Commerce, Accounting or a related field. Working knowledge of Generally Accepted Accounting Principles is a must. Experience in a public sector and/or municipal accounting environment is an asset.
Certifications & Licenses:
- Must possess a recognized professional accounting designation (e.g. CPA - CA, CPA - CMA, CPA - CGA).

- Maintains high levels of professionalism, confidentiality and create/foster relationships with internal and external stakeholders.
- Ability to use technical knowledge to conduct financial analysis to help resolve financial issues.
- Proficient with MS Office Suite, PeopleSoft, Questica, and WebCenter software.
