Job Title: Financial Manager, Accounting and Regulatory Affairs
Reports to: Chief Financial Officer
Nature of Position
Rideau St. Lawrence Utilities (RSLU) is seeking a Financial Manager that is of high integrity, takes ownership, and someone who cares. At our specialized but collaborative workplace, we work together. Our team is supported by outstanding compensation and benefits.
Reporting to the CFO the Manager will primarily be responsible for assisting with the preparation of supporting documentation for regulatory filings and rate submissions to the Corporations regulatory body; provide assistance with financial, regulatory and cost analysis; as well as budgeting and cost of service studies. The Manager will manage the activities and outputs of the Administration and Collections Clerks. The incumbent is responsible for aiding with audit activities and preparation of month end and year end working papers and reporting.
Essential Duties and Responsibilities
- Assists in the preparation of Ontario Energy Board applications for rates, licenses and regulatory filings and participate in regulatory proceedings.
- Works with Finance team to prepare, review and analyze regulatory accounts including outstanding balances, billing anomalies, regulatory adjustments, and interest application.
- Understand and support the monthly/annual regulatory filing requirements and the IESO settlement process
- Coordinates responses to industry data requests and responses for regulatory and government agencies. Represent the corporation and advance the Company’s position through participation in external stakeholder committees, proceedings, formal hearings and consultations.
- Monitors, Interprets, provides feedback and communicates to the organization impacts on regulatory decisions, amendments to existing codes and new regulations.
- Liaises with internal departments to coordinate new process workflows resulting from government/regulatory directions.
- Assist with budget preparation and analysis for annual business planning purposes. Complete and monitor monthly and annual analysis, reconciliation, preparation, of financial data for various stakeholders.
- Assist with the identification, evaluation, and monitoring of the Company’s operational and strategic risks. Assist with enterprise risk management business processes.

Required Skills, Qualifications and Experience:
- University Degree in Business Administration/Finance, Accounting, or Commerce or equivalent relevant work experience CPA designation an asset and preferred.
- 5-7 years’ Financial, Regulatory, or Business Analyst progressive experience required. Solid financial and business acumen, skilled in policy and the ability to interpret legislation and regulations.
- Advanced Microsoft Excel skills
- Excellent verbal and written communication skills with the ability to effectively disseminate regulatory changes and financial information in formal and informal situations
- Strong time management skills.
- Solid analytical and problem-solving skills with a clear focus on the delivery of excellent customer service
- Experience analyzing large volumes of data and converting them into quantitative and qualitative information for evidence-based business decisions.
- Ability to work independently and with others.
Shift & Normal Work Week:
The normal work week shall be thirty five (35) hours per week consisting of five (5) days of seven (7) hours each from Monday to Friday inclusive between the hours of 08:30 and 16:30 with a one (1) hour lunch break. Overtime as required.
