Division Overview

The Finance and Corporate Services Division leads all services required to secure a sound financial, project management and information technology platform and ensure that the organization has the technical, operational, infrastructure, and change management capabilities necessary to achieve the maximum impact for its mandate and budget. The team works alongside all divisions in managing financial and project aspects of programs and initiatives that aim to deliver on the priorities of the 2019-2029 Canadian Strategy for Cancer Control.

Overview of Role

The Director, Finance supports the Finance & Corporate Services Division in carrying out projects and initiatives to achieve organizational priorities. Reporting to the Vice-President, Finance & Corporate Services, the incumbent provides strategic leadership, financial planning, and management oversight to optimize the Partnership’s financial performance and accountability.

Core Responsibilities & Activities

Financial strategy

  • Develop and implement short- and long-term financial strategies aligned with the organization’s mission, goals, and objectives.
  • Facilitates discussions on strategic allocation of funding and supports the Executive Team to shape overall financial management strategies working in alignment with internal stakeholders.
  • Develops and presents strategic and operational financial considerations, decisions, and risk mitigations to senior leadership while also demonstrating stewardship of public funds and organizational assets.
  • Directs CPAC’s finances and influences corporate resources to achieve financial and operational efficiencies, effectiveness, sustainability, and improved outcomes.
  • Director Lead supporting the Board of Directors Finance, Audit and Risk Committee and is responsible for development of high-quality Board materials.
  • Leads the annual budgeting process aligned with the development of the corporate plan.
  • Collaborates with internal teams as a business partner to ensure funding is spent effectively across the organization.
  • Drives innovations throughout the financial and corporate services function to achieve cost savings and increased efficiencies.
  • Creates and tests new financial models to optimize financial outcomes to address new business initiatives and ensures constant improvement of financial and accounting processes are aligned with evolving business goals and objectives.

Financial controllership

  • Oversees management of the finance function (e.g. general accounting functions, budgeting, forecasting, analysis, and reporting), and provides oversight setting controllership accountability expectations across the organization to enable the Partnership to deliver on its mandate.
  • Ensures compliance with legal and regulatory requirements related to financial matters, including regular reviews of financial results, account reconciliations and variance analysis.
  • Leads development, communications, and implementations of policies and practices to ensure financial reporting and accounting transactions for the Partnership comply with organization practices, professional standards, and the terms of contracts.
  • Leads development, implementation and testing of financial and accounting controls, policies, and procedures to ensure efficient use of the Partnership’s resources, increase productivity, and ensure auditability and compliance.

Partner funding and procurement

  • Oversees the management of all strategic partner funding, procurement processes and data management.
  • Leads development of strategic partner funding approaches, procurement policies, procedures to ensure effective controls and use of CPAC’s resources.
  • Ensure procurements are optimized with a focus on policy compliance, fairness, value for money, cost reduction, and efficiency in the outcome of the procurement.
  • Lead the transformation of the procurement function to implement best practices through the procurement process.

General accountabilities

  • Contributes to the strategic leadership and direction of the organization through participation in senior management and Executive team meetings.
  • Holds shared accountability for collaboration across divisions and portfolios and with external partners, particularly to ensure opportunities for strategic alignment with all aspects of the Strategy.
  • Supports VP accountabilities and achievement of strategic priorities.
  • Contributes to setting division strategy and goals, allocating resources, and delivering results on time and within budget.
  • Manages and supervises staff, establishing goals, setting expectations, and evaluating performance. Providing clarity of roles, responsibilities, and accountabilities to enable staff to manage their areas of responsibility in an effective, efficient and transparent manner.
  • Holds accountability for Finance function budgets, contracts and vendor management.

Experience and Qualifications

  • Undergraduate or graduate degree in Finance, Commerce, Business Administration, or other relevant discipline, or an acceptable combination of education and experience.
  • Certified Professional Accountant (CPA) required.
  • Minimum 10 years’ experience preferable in non-profit, government and/or healthcare sector. Education or experience with First Nations, Inuit and Métis is an asset.
  • Microsoft 365 (Outlook, Word, Excel, PowerPoint, SharePoint, Microsoft Teams, OneDrive).
