Reporting to the Director, Financial Applications, Utility Finance and Investment Portfolio Management

The incumbent will:
- Plan, manage and effectively control the activities within the program, comprised of meter reading, billing, collections, and customer service for water and sanitary sewer services of a growing customer base, ensuring compliance with legislations, regulations, and by-laws
- Develop and monitor financial reporting and control systems to identify trends in revenue activity, shifts in customer consumption patterns, and other changes in operations, and take appropriate action to ensure assets and financial integrity of the organization are protected
- Develop and implement financial and operational strategies, policies, business processes and procedures, constantly enhancing efficiencies, increasing customer service and satisfaction levels
- Oversee the development, implementation, enhancement and upgrade of Oracle Utilities Customer Care and Billing and related Water Billing Customer Information Solution (WBCIS)
- Liaise with internal stakeholders and external partners on matters relating to water meters, meter reading, billing and customer service issues
- Prepare memos, reports and briefings to Council and/or senior management on matters related to Utility Finance operations
- Participate in the review, formulation and implementation of changes in water/sewer user rates and rate structures, manage staff resources of the Utility Finance Division in the delivery of services, providing training, coaching and mentoring, building a high-performance team
- Keep up-to-date with latest development and the best practice in Utilities and Municipalities financial operation

The successful applicant will possess:                                                                                                                                    - A University Degree in Business Administration, Accounting or a related discipline or an equivalent combination of education and experience will be considered
- A CPA professional accounting designation is preferred
- Good knowledge and understanding of utility business operations, water and sewage is preferred
- Extensive experience in a public-facing customer service environment, preferably in a utility operation
- Demonstrated experience holding a progressively responsible management position, preferably in the Public Sector and
or Utility Sector.
- Several years of experience in financial accounting, analysis, and reporting
- Knowledge and experience with large utility billing and customer information systems, water and sewage is preferred
- Knowledge of applicable legislation, Regional policies and procedures and public sector accounting standards
- Excellent communication skills, both verbal and in writing, coupled with tact and diplomacy
- Excellent organizational, analytical, problem-solving, conflict resolution, critical thinking, project management and decision-making skills
- Demonstrated leadership and managerial skills
- Superior work ethics and interpersonal skills

Management & Exempt Salary Grade 9
- Salary: $130,918 to $163,647 per annum

Conditions of Employment
Prior to the start date, the successful candidate will be required to provide a satisfactory Criminal Record and Judicial Matters Check dated within two (2) months from date of hire. Proof of education, qualifications and any other job bona fide
requirements will also be collected.
