Manager - Capital Planning & Corporate Asset Mgmt
Reporting to the Director of Business Planning and Budgets, the Manager of Capital Planning and Corporate Asset Management will be responsible for providing leadership, management and coordination of the Region's capital planning and corporate asset management planning processes. This includes development of the Region's capital business plans and budgets, nine-year capital forecasts, annual Asset Management Plans, and preparation of long-term financing and service level plans for the Region's core program areas.
The incumbent will:
- Manage the development of the Region's capital budget and long-term capital forecast and associated financing strategy to ensure long-term financial sustainability of the Region. This work includes undertaking complex financial analysis and modelling of the Region's capital needs based on forecasted growth, and asset management best practices to ensure all capital requirements are captured in the Region's capital budget and long-term capital plan and are aligned with the Region's strategic plans
- Develop a long-term financing strategy to optimize the Region's financial sustainability and strength by evaluating and modelling various financing sources including property taxes, user rates, reserve and reserve funds, development charges, debenture financing, senior government funding and other revenue generation/financing options
- Manage and lead the on-going development and implementation of the Region's comprehensive, corporate-wide Asset Management Policy and Plan by collaborating and providing advice to other departments on data collection and strategic analysis required for comprehensive asset management planning and integration with the business planning and budget process
- Monitor the Region's Corporate Asset Management Strategy and make adjustments that maximize the potential lifecycle of assets and ensure the cost effectiveness of strategies, plans and activities to meet changing needs and demands In partnership with program departments, lead the development and monitoring of long-term service and financing plans for the Region's core program areas
- Develop financial planning, management and investment strategies, models and initiates to support sustainable capital infrastructure planning and implementation
- Lead the development, enhancement, modelling, implementation and monitoring of fiscal policies and long-term capital financing strategies and performance management metrics covering various financial issues including reserve and reserve funds, debenture financing, senior government funding opportunities and innovative revenue generation/financing options
- Lead, from a functional perspective, the investigation, scope development, acquisition, implementation and upgrades to the Region's asset management and capital planning and budget systems Provide leadership, coaching and direction to assigned Business Planning and Budget staff
The successful applicant must possess:
- A 4-year University Degree in Business Administration, Finance, Accounting and/or completion of an accounting designation (e.g., CPA, CA, CGA, CMA)
- A Graduate Degree in Business Administration, Public Administration or related areas of study would be considered an asset
- Extensive progressive experience in developing capital budgets, long-term capital plans and associated financing strategies, financial policy development, financial planning/management, financial modelling and business case analysis
- Extensive progressive experience in the field of corporate asset management planning, including governance, framework development, policy development, plan development and reporting for municipal infrastructure assets
- Highly developed analytical and business planning skills, with a proven track record for long-term visioning and strategic planning
- Ability to synthesize material from various and diverse perspectives into a cohesive analysis to craft solutions that consider the needs of all stakeholders
- Exceptional conceptual, analytical and problem-solving skills to understand complex and contentious issues and identify solutions that are effective in a political, multi-stakeholder environment
- Strong project management and planning skills to manage multiple projects with complex issues
- Strong interpersonal and communication skills with the ability to build and maintain relationships with internal and external stakeholders to influence decision-making while demonstrating tack and diplomacy
- Demonstrated efficiency in leading a team, preferably in a unionized municipal environment
- Highly developed report writing skills
- Strong computer skills

- Salary: $130,918 to $163,647 per annum
