The Opportunity

Reporting directly to the Manager, Finance/Deputy Treasurer, the Senior Financial Analyst, is responsible for: 

 

(i) Providing detailed analysis, review, maintenance and support of the general ledger accounts for all Operating Budget, Capital Budget, and Development Charges as it relates to assigned Department; 

(ii) Coordinating the financial aspects Public Sector Accounting Board requirements, for all of the Town assets, and preparing necessary Financial Information Return schedules;  

(iii) Preparing the operating and capital budget and forecasts for the assigned Department 

As the Senior Financial Analyst, you will perform the following duties, including but not limited to: 

  • Responsible for completing all aspects of Municipal Performance Measurement Program (MPMP) for the assigned department
  • Assist in developing, tracking, and reporting of the Assigned departments Capital budget. Respond to budget-related inquiries from the -Commissioner, Managers, staff and Council
  • Assist in developing, tracking, forecasting, and reporting of the Assigned departments Operating Budget
  • Review financial implications of all reports and provide analysis and feedback to the Commissioner and the Treasurer
  • Prepare departments project management fees analysis on a monthly basis and assist project managers with their budget tracking
  • Perform monthly, quarterly and yearend variance analysis
  • Assist with yearend audit and Gas Tax reporting and OCIF reporting.
  • Coordinate all aspects of PSAB requirements for all Town assets and reporting requirements for the Ministry of Municipal Affairs and Housing
  • Prepare all ongoing and yearend PSAB tangible capital asset entries and FIR reporting schedules for all areas of the Town
  • Provide detailed financial analysis on Town's finances including Development Charges, overhead costs, fees and service fees, internal controls, internal reviews, etc.
  • Act as the finance liaison with the department Managers to support the department in the budget process, detailed financial analysis, and understanding financials and Town of Caledon finance controls and policies
  • Assist in completing all aspects of the Development Charges (DC) Background Study as it relates to Assigned department.
  • Review and verify accounting entries and accruals in collaboration with the department Managers, Commissioner of and Finance 
  • Document and improve financial processes within assigned departments, including developing a system to track procurements, commitments and costing information for the Town’s capital projects
  • Maintain responsibility for assigned duties within the departmental and/or corporate Business Continuity Plan
  • Participate in all mandatory training requirements
  • Perform additional duties and undertake special projects as assigned 

 

The Ideal Candidate

We are seeking a Finance professional with training and knowledge in the above, normally acquired from a post-secondary degree or diploma in Finance, Accounting, or closely related field and certification as a CA/CPA, CPA, CMA/CPA or CGA/CPA. 

The ideal candidate will have a minimum 3 years’ related progressive experience in computerized accounting/finance, in a municipal environment. The incumbent will also have demonstrated knowledge of Canadian Generally Accepted Accounting Principles, Public Sector Accounting Board, and provincial financial reporting requirements, working knowledge of Development Charges Act and the Municipal Freedom of Information and Protection of Privacy Act and previous work experience with the documentation/evaluation of existing processes and reporting on proposed process improvements that consider customer service, internal controls, efficiency/effectiveness requirements and standards. 

We are seeking an individual with strong analytical, problem-solving, research and project/records management skills along with superior interpersonal, organizational, presentation, customer service and communication skills, both oral and written. This individual must have the ability to work independently and in a team environment, demonstrate initiative and attention to detail.

The successful candidate for this position will be required to work a flexible schedule, including in the office, remotely and after hours (as required).

This position offers a salary range of $87,100.81 - $106,743.45 plus a competitive benefit package.
