Position: Senior Financial Analyst (Adult Language Programs)

Salary Range: Band 6 - $ 72,542 - $ 86,509

Location: Business Services/Continuing Education, J.W. Singleton Education Centre

Work Schedule: 35 hours/week, 12 months/year

Effective Date: As soon as possible

Position Summary

The Financial Analyst (Adult Language Programs) is responsible for administering, recording and reporting all financial activities for the Board’s Adult Language Programs ensuring compliance with board policies/procedures and municipal, provincial and federal laws and regulations. The position has dual reporting to both the Manager of Budget and the Manager of Adult Learning Programs. The Financial Analyst develops annual budgets, prepares forecasts and provides interim and quarterly updates, completes monthly reconciliation, facilitates procurement and supports the day-to-day operations of the LINC, ESL and FSL programs .

 

 

The HDSB recently introduced a Work from Home Administrative Procedure.  In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours.  Work from Home arrangements may change based on the future needs of the Board.  The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff. 

 

 

Key Responsibilities:

 

 

  • Develops annual budgets for Immigration, Refugees and Citizenship Canada (IRCC) and Ministry of Children, Community and Social Services (MCCSS) funded programs, and coordinates with Budget department staff for consolidation with the Board’s budget

     

    Develops and manages the annual budgets for the Before and After school programs run by the board

     

    Manage the board’s rental and community use revenue processes, including streamlining and improving the process

     

    Supporting central budgets, including budgeting, analyzing, and forecasting

     

    Providing back-up support to other budget areas and financial system maintenance functions and improvements

     

    Providing support to Managers for ad hoc projects and needs as they arise

     

    Compiles, reviews and finalizes financial results on a periodic basis for revenue claim submissions to funders

     

    Assists in preparing  the budget for new grant applications in coordination with the proposal writing process

     

    Prepares budget forecasts for Principal and Managers and provides interim and quarterly updates

     

    Conducts monthly variance analysis;  reports on issues requiring management attention

     

    Reconciles monthly Visa statements, prepares journal and budget entries, and generates ad hoc financial information

     

    Manages and reconciles revenues and expenses for fee payer programs using School Cash Online software

     

    Coordinates with the Principal and Manager of Adult Language Programs to procure classroom materials, supplies, consumables and capital equipment 

     

  • Provides day-to-day support to operations including acting as the key contact in program financial audits conducted by the provincial or federal government and/or board auditors

     

    Assists the board’s Finance team with year-end closing procedures and audits

     

 

 

Qualifications:

 

 

  • Completion of University degree or equivalent in a Business field (Accounting, Business Administration or Commerce)

     

    Chartered Professional Accountant (CPA) designation required

     

    Minimum four (4) years of relevant experience, preferably in public education sector or other public sector

     

    A clear understanding of accounting principles

     

    Knowledge of electronic accounting systems and proficiency with standard office computer applications (Microsoft Office and Google Suite)

     

    Ability to multitask, prioritize and work with frequent interruptions

     

    Proficient communication, interpersonal, organizational and problem-solving skills

     

    Familiarity with SparkRock NAV, Employee Centre software, iSYS Works, SFE, and/or School Cash Online is preferred
