Position: Manager of Budget

Salary Range: $ 103,108 – $ 122,956,  Band 10

Location: Business Services, J.W. Singleton Education Centre

Work Schedule: 35 hours/week, 12 months/year

Effective Date: As Soon As Possible

Position Summary:

Reporting directly to the Controller of Financial Services, the Manager of Budget is responsible for the strategic planning and management of the Budget Department including leadership to 5 staff.  In addition, the position is responsible for the oversight of Board, Ministry and Public Sector Accounting Board (PSAB) financial reporting at Estimates and Revised Estimates, budget development and controls.  The Manager of Budget oversees the financial reporting for PPFs and other Ministry/Government funded projects.  The Manager will be expected to drive continuous improvement through standardizing processes, automating procedures and streamlining team accountabilities while ensuring operating department needs are met.

 

The HDSB recently introduced a Work from Home Administrative Procedure.  In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff. 

 

Key Responsibilities:

  • Lead the coordination, preparation and submission of the Board’s annual operating budget in collaboration with various departments and senior administration.

     

    Consolidate and analyze all budget areas and develop strategies and recommendations for a balanced budget.  Prepare reports and presentations to senior administration and the Board to recommend the approval of the budget.

     

    Coordinate and prepare reports for the Board’s budgets, ensuring compliance with the Ministry of Education, Public Sector Accounting Board (PSAB), and other regulatory financial reporting requirements.

     

    Complete the Ministry Education Finance Information System (EFIS) reporting for the Estimates, Revised Estimates, and Year End Financials cycles for all operating expenditures and accumulated surplus, including funding envelopes, staffing and overall budget compliancy.

     

    Develop strategies to maximize resources available and ensure expenditures are aligned with board priorities and strategic goals.

     

    Oversee, consolidate and analyze the forecasting of year end operating actuals and reporting the projected year end surplus/(deficit) to senior administration and the Board.

     

    Evaluate budget requests by analyzing specific programs, functional areas and perform regular analysis of expenditures for specified cost centres to identify areas of risk and opportunities.

     

    Prepare interim financial reports to senior administration and the Board.

     

    Oversee operating budgets and ensure compliance with policies, procedures and funding requirements

     

    Develop options and provide recommendations for in-year changes to expenditure budgets.

     

    Meet with various stakeholders to review current practices and provide recommendations for improved processes.

     

    Maintain the Chart of Accounts in the financial information and budgetary systems and contribute to any system upgrade projects.

     

    Identifying opportunities and solutions for process improvements and operational efficiencies.

     

 

Qualifications:

 

  • University degree in Business/Finance/Accounting

     

    Professional Accounting Designation (CPA)

     

    Minimum of 6 years of financial management in a public sector organization with a focus on expenditure analysis including demonstrated financial leadership in a large, multiple stakeholder, multi-site, unionized organization

     

    Experience in developing and implementing policies and procedures to ensure sound financial planning, governance, budget accountability, and risk management standards, practices, controls, etc.

     

    Demonstrated leader who understands and promotes teamwork and has the ability to communicate complex financial methodologies in clear and understandable language 

     

    Proficiency with computer systems and financial applications

     

    High degree of initiative, independent thought, sound judgement, decision-making skills and problem solving expertise
