Senior Financial Analyst
Reporting to the Director, Finance, the Senior Financial Analyst coordinates the preparation and submission of the detailed annual budget and quarterly forecast data to Conservation Authority Managers and the Director, Finance for review. They will assist with creating and maintaining financial templates and detailed variance analysis of expenditures and revenue to budget and forecast. The Senior Financial Analyst provides reconciliations, reports and schedules for staff, Managers and the Director, Finance as required to monitor budgets and financial operations throughout the year. Further responsibilities include providing support for procurement process, and assisting managers with contract and project management reporting, assisting with year-end audit information gathering.
What you will do
- Create and reconcile the staffing plan template for the annual budget, budget restatements as needed and quarterly forecasts.
- Prepare the annual review of the overhead methodology, calculations, and allocation.
- Assist Budget Holders through the reconciliation process to reach a balanced budget.
- Identify revenue, reserve draws, and reserve transfers needed using budget templates and data prepared by managers.
- Assist in the preparation of the consolidated short and long-term projections for asset management needs. This includes an analysis of projected funding and projected expenditures using Citywide reporting and requirements identified by managers in their budgets.
- Review forecast templates provided by managers for the administration/preparation of the quarterly forecast.
- Assist Budget Holders through the reconciliation process to reach an accurate forecast with quarterly meetings and variance review.
- Preparing monthly and year end revenue recognition entries in accounting system.
- Processing budget status reports for budget holders.
- Highlighting variances against budget to bring to attention of Finance Director and Budget Holder.
- Prepare financial reporting for external funders using data from accounting system.
- Tracking and monitoring of funds received in the Offsetting program to report to Offsetting Committee.
- Provide support to Project Managers at the application stage of proposals to facilitate accurate costing of projects.
- Assist Project Managers with the completion of the project cost analysis tool, annual budget for new projects and ensure all projects have a project cost report completed.
- Update the costing tool annually with current costing information.
- Guide staff to ensure compliance with purchasing and procurement policies as needed.
- Support annual financial audit as needed.
- Perform other related duties as assigned by the Director.
What you offer
- University Degree or Diploma in business, Finance, Accounting, or related field of study.
- Chartered Professional Accountant (CPA) designation.
- 3-5 years related job experience.
- Experience preparing Financial Statements, long-term and short-term budgeting and forecasting models.
- Strong financial analysis and reporting knowledge, excellent organizational and analytical skills, attention to detail and accuracy.
- Ability to analyze complex issues and provide recommendations. In-depth knowledge of current Public Sector Accounting Board standards, Generally Accepted Accounting Principles and Canadian Audit Standards. Familiar with federal and provincial legislation, including the Conservation Authorities Act, Anti-spam Act, FOI Act, Ontario Archive and Record Keeping Act, 2006. Advanced skills in financial information systems and other applications (Microsoft Office, Sage300, SharePoint, PSD Citywide, ADP). Demonstrates personal initiative, sound judgement, strong interpersonal, passionate curiosity, organization, and communication skills with the ability to function effectively and collaboratively with various employee groups and external contacts.
Start Date: January 2024
Hours of work: 35-hour work week, Monday to Friday, 8:30am – 4:30pm. This position is eligible for hybrid work.
